Card Fraud, Disputed Charges and Complaints in India

Block the card

Use your issuer's app, helpline or website to block the card as soon as you notice a problem.

Report the transaction in writing

Report each unauthorised transaction and keep the complaint number. For cards issued by commercial banks, reporting within three working days matters for your liability.

Raise merchant disputes promptly

For undelivered goods or wrong charges, file your issuer's dispute form with documents within its deadline for your card network.

Escalate if needed

If there's no reply within 30 days, or you are unhappy with it, file with the RBI Ombudsman at cms.rbi.org.in within the 90-day window.

Questions

About this guide

Do I have to pay for a fraudulent charge while it is investigated?

RBI's card directions say no charges may be levied on a transaction disputed as fraud until the dispute is resolved. For cards issued by commercial banks, the bank must also shadow-credit the amount within 10 working days of your report.

Does it cost anything to complain to the RBI Ombudsman?

No. There is no fee for filing or resolving complaints under the Reserve Bank – Integrated Ombudsman Scheme, 2026.

Can I call RBI to file a complaint?

No. The contact centre on 14448 can explain the process and give status updates, but complaints must be filed online at cms.rbi.org.in, by email to crpc@rbi.org.in or by post.
