Evidence: Verified directly against the Supabase credit_cards table: both rows carry the IDENTICAL application_url (cibconline.cibc.com/ebm-resources/public/digital-cart/... partner=costco) and IDENTICAL earn_rates {other_incl_costco:1, other_gas_ev_costco_ca:2, restaurants_costco_gas:3}. 'Costco Canada' is not a card issuer - Costco Canada's Mastercard is issued by CIBC. The Costco-filed row holds the fresher welcome_bonus_description.
